The fallout from locking in Phillip Island's town boundaries is already impacting planning, with a contentious "sardine can" residential development in central Cowes approved by Bass Coast Shire councillors.

A councillor says given Cowes town boundaries were now locked in, housing will need "to build up and fill in". "People will look in their backyards and see the dollar value and start to look at this option," Cr Brett Tessari said. "Times have changed and unfortunately we have to move with it."
