The upgrade has been welcomed by locals who have long warned of the dangers of pedestrians trying to cross the busy Bass Highway during the summer peak season.
The government said the $7.8 million project has improved traffic flow and will make it safer for pedestrians to move between the Kilcunda foreshore, the retail strip, and the Bass Coast Rail Trail.
Member for Bass, Jordan Crugnale, said the project would make it easier and safer to get around Kilcunda in summer.
New pedestrian-operated traffic lights opposite the Kilcunda General Store now connect to a concrete pathway leading to the trail and ocean, and provide a safer crossing at the Bass Highway.

More streetlighting has been installed along the highway to improve visibility for pedestrians and drivers.
There are now dedicated turning lanes into the foreshore reserve, the holiday park and service road to reduce the risk of crashes.
Extra parking on the Bass Highway service road and new bus stop facilities have also been completed as part of the project.
Line marking and landscaping works have also been completed, with 6500 plants being planted in partnership with Bass Coast Landcare Network.
