On May 29, local police impounded a Holden Commodore after reports of two vehicles doing burnouts at a tourist attraction facility at Summerlands.
One car was still in the carpark when police arrived, driven by a 23-year-old male from Carrum Downs.
Police said the car was not roadworthy, including rear tyres worn down to the wire.
The driver was taken to Cowes police station where police allege he returned a breath test result of 0.136.
The man's licence was immediately suspended and the car impounded for 30 days, at a cost of $1275. The man will appear in Korumburra Magistrates Court later this year on charges including driving over the limit (0.05), improper use of a vehicle, careless driving and an unroadworthy vehicle.
The driver of the second vehicle (a 22-year-old also from Carrum Downs) was later spoken to by police. He refused to nominate who was driving the car, and has been charged to appear in court at a later date.
