Bass Coast was the first Gippsland shire to hit the 70 per cent double dose target.
The shire reached the magic milestone at the start of last week.
The figures also show over 95 per cent of residents have already received their first dose.
Queenscliff is currently leading the state tally, with 92.5 per cent of residents fully vaccinated.
According to Federal government figures up to October 11, Bass Coast is one of just 16 Victorian local government areas where over 95 per cent of residents have received their first dose and one of 14 that has passed the 70 per cent double dose threshold.
Last week, the state government said Victoria is expected to hit the 70 per cent double dose target before the predicted date of October 26, which would trigger the end of lockdown in Melbourne, despite the continuing high case numbers.
Based on modelling from the Burnet Institute, the government is predicting Victoria will reach 80 per cent double dose by November 5. At that point, Melbourne and regional areas will operate under the same settings.
