Newhaven West: history
Proposal for Newhaven West first flagged in 2012.
In 2012 a proposal for Newhaven West – behind Boys Home Road, the Chocolate Factory to the water’s edge overlooking Churchill Island – was first flagged.
Planning Scheme Amendment C130 sought to rezone the land from farming to residential use and included consideration of a planning permit for 930 Phillip Island Road, Newhaven for the use and development of a microbrewery and dairy centre.
Council resolved to request authorisation from the Planning Minister to prepare and exhibit the Planning Scheme Amendment in May 2012.
The (then) Department of Planning and Community Development requested further information from the proponent before proceeding with their consideration of the proposal. This sought clarification of the location of relevant zones as part of the Planning Scheme Amendment.
The further information was not provided to a satisfactory standard and as such council decided not to proceed with the Amendment in October 2014.
In 2017 residents along Boys Home Road in Newhaven received a letter from planners representing owners of land at the back of the Chocolate Factory, which they planned to protest, but the proposal went no further.
