Could answers to question in the current survey be manipulated to suit a “desired agenda”?

Dust has been an ongoing issue along The Esplanade since a suppressant seal was removed in 2021. While a current council survey includes a question about interim treatments, one resident is concerned the answers could be manipulated or skewed against residents.
