The State Government risks social disharmony and conflict - as well as affordable housing opportunities - if it pushes ahead with radical changes to planning laws, according to Bass Coast Shire councillors.

Under a new Bill, in Parliament at the end of last month, planning permits for homes, duplexes, townhouses and low-rise apartments will require no notice and have no third-party appeals to VCAT. Mayor Rochelle Halstead last week criticised the proposal saying the "lack of consultation undertaken with the community and local government requires comprehensive parliamentary scrutiny, with the real risk of process inefficiencies, social disharmony, and land use and development conflict within our shire".
