The Phillip Island Tourist Road in the making. Gravel from the Diamond Dolly quarry at Rhyll is used. Jack Bell, who lived on the property next to what is now the CWA building and Alan Jenner are the men pictured, standing in the section of road that is outside the present Catholic Church. Back then it was known as Main Street.
